Form No. 6 (Related to Article 10 of the Act)
In recent years, digitalization has advanced across all sectors of society, and technologies such as personal computers, the internet, and artificial intelligence have come to exert a profound influence on children's learning and future opportunities.
At the same time, many children lack adequate access to digital devices and internet connectivity due to their families' economic circumstances. This has created a significant digital divide in opportunities to engage with technology—one that, if left unaddressed, risks having serious consequences for children's future educational paths, career choices, and social independence.
Against this backdrop, we established Digital Kodomo BASE, based in Ota City, Tokyo, as a place where children can safely explore digital devices such as computers, learn, create, and connect with one another. We have built an environment where children can participate free of charge or at minimal cost, and—with the support of volunteers and IT engineers—we offer a wide range of hands-on activities including programming workshops, AI tool sessions, video production, and computer assembly classes. We also collect donated computers from companies and community members, refurbish them, and distribute them to children in need.
Through these activities, we aim to ensure that any child with an interest in technology—regardless of their economic background—can access cutting-edge digital tools and develop the ability to express themselves creatively through their own efforts.
Our work goes beyond simply teaching technical skills. It is grounded in a philosophy of reciprocal community care: "local adults supporting children" and "children energizing their community." By providing a safe after-school gathering place and welcoming local volunteers and business professionals as mentors, we cultivate a circle of intergenerational learning and exchange. Our hope is to embed this new model—"Digital × Safe Space × Community"—as a lasting part of our local society.
However, continuing these activities as an unincorporated group has its limits. Operating without legal entity status creates significant constraints around donation agreements, volunteer insurance enrollment, and grant applications. In order to enhance transparency, attract broader support, and achieve sustainable operations, it is essential for us to obtain official status as a Specified Nonprofit Corporation and establish credibility in the eyes of society.
For the reasons set forth above, we are establishing the NPO Corporation Digital Kodomo BASE and commit to carrying out our activities in a continuous and stable manner to maximize the potential of every child. We believe that supporting children as they learn with passion and carve out their own futures through digital technology is both our mission and our contribution to the local community.
